Request for Compliance Information: DOJ Final Rule on Web Accessibility

Dear Vendors,

The U.S. Department of Justice (DOJ) recently issued a final rule titled “Nondiscrimination on the Basis of Disability; Accessibility of Web Information and Services of State and Local Government Entities.” This rule applies to the County of Sacramento (“County”) and establishes specific requirements to ensure that web content and mobile applications are accessible to individuals with disabilities.

Under the Americans with Disabilities Act (ADA), the County is required to meet the Web Content Accessibility Guidelines (WCAG) Version 2.1 Level AA no later than April 24, 2026.

As part of our ongoing efforts to comply with the law, the County is currently assessing all public-facing software provided by County vendors. You have been identified as a vendor that supplies or supports digital services, platforms, or content. As such, your product must also meet the requirements of the DOJ’s final rule.

To this end, the County kindly requests that you provide information regarding your compliance with the web accessibility requirements. Specifically, we ask that you provide information in the form of a letter addressed to [Department] demonstrating that your service or product currently meets the DOJ’s final rule requirements. Alternatively, the County seeks assurances that you are diligently working toward compliance, and your service or product will be compliant by or before the April 24, 2026, deadline. If your service or product is not currently compliant, please provide details on your remediation plans, including upcoming changes and a timeline for implementation to ensure full compliance.

To assist us in this assessment, we kindly request one of the following:

  • Confirmation that your product currently meets WCAG 2.1 Level AA in the form of a letter uploaded to the designated portal for submission; or
  • A detailed plan outlining your path to compliance, including specific remediation steps, anticipated milestones, and a timeline for compliance. You may either enter this information directly into the portal or upload a document containing the plan for review.

Our goal is to work collaboratively to meet these accessibility standards and ensure equitable access to all digital services for individuals with disabilities. Please respond by February 13th, 2026. If you have any questions or require further clarification, feel free to reach out via email to cio@saccounty.gov

We appreciate your prompt attention to this important matter and your continued partnership in supporting the County’s commitment to digital accessibility and inclusion.

Sincerely,

Rami Zakaria,

Chief Information Officer
